On September 18, 1998, the newly-elected officials of local government leagues agreed and adopted a Resolution changing the name of "LEAGUE OF LEAGUES" (LoL), organized on May 27, 1997, to "UNION OF LOCAL AUTHORITIES OF THE PHILIPPINES" (ULAP) to conform to international usage and to give proper identity to the organization. ULAP is a confederation of existing local government leagues and federations. It is all registered with the Securities and Exchange Commission (SEC) as a non-stock, non-profit organization with its own Constitution and By Laws. The National Executive Board is comprised of the Presidents of each of the member Leagues who were duly sworn in by His Excellency, President Joseph Ejercito Estrada. ULAP was formed to unite all the Leagues towards a common purpose and objective which is to promote and protect the concerns and general welfare of the local government units (LGUs), obtain the true essence and goals of decentralization and genuine local autonomy, and ensure the smooth and efficient delivery of basic services to its constituents. ULAP envisions a just, equitable and progressive society anchored on participatory democracy and pro-poor, pro-people framework of effective local governance vital to national development and progress. ULAP shall advance the tenets of genuine local autonomy, integrated and sustainable development &participatory democracy while maintaining the independence of the member leagues and LGUs.
