Our Role
To provide leadership by promoting shared strategic direction and effective partnership between the National and Local Government Units (LGUs) as well as with NGOs both local and foreign;

To promote and protect the general welfare of the member Leagues and LGUs; and

To initiate and undertake programs and projects aimed at realizing the true essence and goals of decentralization and local autonomy.

Vision
ULAP envisions a just, equitable and progressive society anchored on participatory democracy and pro-poor framework of effective governance vital to national development and progress.

Mission
Unite all the member Leagues and enhance its partnership with all stakeholders to ensure a genuine local autonomy for all LGUs thereby ensuring the smooth and efficient delivery of basic services to the people throughout the country .

Objectives
Pursue ULAP's Legislative Agenda and Consensus Policy Statements and proposed amendments to the 1991 Local Government Code;

Enhance cooperation and continued sharing and exchange of information, resources, facilities and technical expertise among all League members;

Adopt and advocate a common and united stand on policies and critical issues affecting the Leagues and LGUs;

Create a smooth linkage and ensure a formidable partnership with all the stakeholders, particularly NGAs, Congress, NGOs, POs, the academe and others concerned; and

Encourage and sustain international cooperation, linkages and joint ventures with international funding institutions and the business community as well as affiliations with similar entities, particularly with the International Union of Local Authorities (IULA) to enhance capability programs for the member Leagues and LGUs.

Strategies
Formulate and promote agreed strategies for the future development of the Leagues and LGUs; Actively participate in local, national and int'l. forums, meetings, congressional hearings, and other activities affecting LGUs; Initiate and conduct regular forums, dialogues and prior consultations with Leagues and LGUs to reach general policy agreements to help guide national policies and laws; Provide advice and information on the operation and development of Leagues and LGUs to all interested stakeholders and funding institutions; Develop a "learning organization" working environment.
