Secretary General's Message There should be unity among the Leagues. There should be a common understanding of what the common good is. If we remain parochial and concerned only with our individual needs, we will not prosper. The Union of Local Autorities of the Philipiines (ULAP) embody the aspirations, ideals and needs of the local government units to effect and bring about equitble national progress. We should not delve on issues that may divide us but rather discuss issues that will unite us. Though there may be issues that are not acceptable to gvernors, vice-governors, mayors, board members, vice mayors or to the councilors, we should instead discuss issues that will bring forth meaningful development and these should be the cause of our advocacy. If it is not us who will push for genuine local autonomy and meaningful development, who will? And if not today, when? The LGUs, through ULAP, should work collectively to advocate for more allocation of resources for devolved services; stop the passage of unfunded mandats; rally for the protection of the IRA shares of LGUs in the forthcoming 2000 budget deliberations in Congress; lobby for the passage of meaningful amendments to the 1991 Local Government Code, among others. It is essential for the LGUs to get its act together and be organized. Respect is something we earned as a Union and we can only make it happen if we are truly united in purpose. VICE-GOV. EDGAR M.
