Positions Adopted

The most significant Agreement reached by ULAP member Leagues is its partnership with DILG for the formation and institutionalization of a Policy Review Committee tasked not only to review controversial DILG Memo Circulars previously issued, but also put forth the priority concerns of LGUs. It was also agreed that the said Committee will draft an Executive Order for President Estrada's approval, setting the tone and policy framework on local autonomy, particularly clarifying the issue on "control" and "supervision" of NGAs to LGUs.

The following POSITION PAPERS were drafted, discussed with member Leagues and consensus were reached for the following issues:

  • AO 372 RE: Suspension of the release of 10% IRA share of LGUs
  • EO 48 RE: Devolution Adjustment and Equalization Fund (DAEF)
  • Salient Features on the 1999 GAA special provisions
  • Position Paper on the Internal Revenue Allotment (IRA) Share of LGUs
  • Position Paper on the NAPOCOR's payment of local franchise taxes;
  • Study on the DBM Deductions from National Internal Revenue Collections prior to the computation of the 40% share of LGUs' (DBM has significantly decreased its deductions for CY 2000, i.e. from P 17B to P 4 B)
  • Proposed DILG MC on Loans and Credits (Recalled* from Banks)

Proposed bills and resolutions on:

  • Proposed amendments to the 1991 LGCode

Resolution No. 98-01 : Designating Land Bank of the Philippines (LBP) as the Official depository bank of ULAP

Resolution No. 98-02 : Changing the name League of Leagues" to "Union of Local Authorities of the Phil. (ULAP)

Resolution No. 98-03 : Expressing Appreciation to the BLGS-DILG for acting as Interim ULAP Secretariat

Resolution No. 98-04 : Setting the membership Annual Dues and fees of Regular and Associate Members of ULAP

Resolution No. 98-05 : Designating LPP Executive Director, Sandra Tablan Paredes as Executive Director of ULAP

Resolution No. 99-01 : Recommending DILG Usec. Ronaldo V. Puno as DILG Secretary should President Estrada decide to relinquish said position

Resolution No. 99-02 : Designating the ULAP Depository Bank and Signatories

Resolution No. 99-03 : Manifesting the Full Support and Cooperation of ULAP in the implementationof DILG-LGUs' Programs under the Leadership of DILG Secretary Ronaldo V. Puno (without prejudice to the on-going Investigations);

Resolution No. 99-04 : Designating the LVGP Executive Director, Rollie Fabi as Interim Deputy Executive Director of ULAP

Resolution No. 99-05 : Reiterating the ULAP Position on the Local Government Service Equalization Fund (LGSEF)

Resolution No. 99-06 : Creation of a DILG-ULAP Policy Review Committee and Techical Working Group

Resolution No. 99-07 : Adopting the President's Accomplishment Report, the Treasurer's Financial Report and the ULAP Strategic Plan, Budget and Organizational Structure/ Plantilla and their Remunerations

Resolution No. 99-08 : Approving the Reimbursement of the expenses incurred in the Official Travel of the ULAP President, Gov. Joey Lina, to the IULA Congress in Barcelona, Spain as part of the Advocacy Program (Airfare, Registration Fee)
