International Linkages ULAP has also initiated its linkages with similar international organizations, funding institutions and non-government organizations, namely: International Union of Local Authorities (Asia) (IULA-ASPAC) - membership of ULAP as a group instead of each League paying its annual membership dues separately to IULA-ASPAC; - participation of the ULAP President, Gov. Joey Lina in the IULA Congress held in Barcelona, Spain. International Labor Organization (ILO) - tie-up with the Dutch Government's grant to LGUs for the second phase of their project: "IRAP" , i.e. Integrated Rural Accessibility Planning. ULAP will facilitate the "linking-up" Of all Provinces nationwide via the Internet, through a grant For both the hardware and software requirements with technical assistance on capability trainings up to the municipal level; European Union (EU) - ULAP as proposed conduit group for the second phase of their Philippine Rural Institutional Strengthening Programme or PRISP aimed at capability building for better local development planning focusing on municipal agricultural development and natural resources management in partnership with DA. United States Agency for Institutional Development (USAID) - Through the Philippine Business for Social Development, USAID has continuously supported most of the programs, Projects and activities of ULAP in several ways, including Sponsorship for ULAP's 1st Year Anniversary celebration; World Bank (WB) - Through the assistance of DILG, ULAP will embark on a capability training program with WB, particularly on the Local Governance Forum project and the proposed Amendments to the Local Government Code. Asian Development Bank (ADB) - A Technical Assistance (TA) has been approved, for both Loans and Grants for LGUs' priority projects of massive scale. Pilot LGUs have been identified by ADB in consultation with ULAP towards this end. A proposed counterpart fund will be set up by ADB to augment the LGUs' fund for Devolved Services in coordination with DOF and DBM. Australian Agency for Institutional Development (AUSAid) - AUSAid has sponsored a slot for ULAP to a Study Tour in Australia on their IRA and Fiscal Equalization Scheme. ULAP Executive Director, Sandra Paredes, was sent by ULAP and LPP President Gov. Lina to represent him in said Study. As a result, a proposal on the Guidelines for the LGUs' Devolution Adjustment Equalization Fund for IRA is being drafted in coordination with the Oversight Committee on Devolution. - ULAP is finalizing a support program with AUSAid under their PASTT Program for short-term training activities. Australian Local Government Association (ALGA) - ULAP representation has also been made with its counterpart In Australia. ALGA represents all the LGUs' similar Leagues In its State and Federal Governments. Japan Council of Local Authorities for International Relations (CLAIR) and JAICA - ULAP representation has been established in with CLAIR based in Singapore and they are regularly sending us their monthly publication and possible tie up with JAICA. UNICEF - A MOA has been signed with UNICEF specifically for the Program on Children and Youth of LGUs. United Nations Development Program (UNDP) - Initial coordinations have been made with UNDP for their technical assistance for LGUs' Decentralized Capability Building (DCB) Framework training and local development planning process.
