8th Anniversary Celebration
of the 1991 Local Government Code
ULAP preparations are underway for the celebration of
the 8th Anniversary of the 1991 Local Government Code, in partnership with the Department
of the Interior and Local Government (DILG) and all the member Leagues. The celebration,
with massive participation from local officials from all over the country, will be held on
Tuesday, October 26, 1999 at the ULTRA Gymnasium, Philsports Complex, Pasig, Metro Manila.
The theme: "LGUs Uniting for the Next Millennium" is appropriate specially to
give a strong signal to all stakeholders, particularly Congress, to support the LGUs'
long-overdue proposed amendments and to enact a more responsive local government code
giving true meaning to local and fiscal autonomy, devolution and decentralization. No less
than His Excellency, Joseph Ejercito Estrada is invited to Keynote this activity.Grants Received
Last year, ULAP entered into a MOA with DILG for its
Advocacy Program for Devolution for CY 1998. The P 1.0 Million Grant for this program was
received only last March of this year. Aside from this, President Estrada approved a P 5.0
Million grant from his OP Contingent fund, through the Public Estates Authority (PEA), for
the purchase of a common office for both the LPP and ULAP as its official headquarters for
the National Secretariat. The USAID, through the Philippine Business for Social Progress
(PBSP), has also provided ULAP with the necessary technical support and sponsorships of
several of its forums and workshops, including the Strategic Planning and Technology of
Participation (ToP) Training for ULAP's Technical Working Group (TWG).
Other Commitments
ULAP is currently working out other possible Grants and
Donations from its other partners, particularly its request from DILG for an additional P
1.5 Million for CY 1999, a P 100,000 grant from the Department of Health for 1999 and P
250,000 for CY 2000 for ULAP intended for the monitoring of the agreements reached as a
result of the Health Workshop. Through DILG's assistance, the World Bank is being eyed to
provide fund support for the Local Governance Forum project of ULAP and DILG.
The European Union (EU) is also considering ULAP as conduit
agency for its PRISP program for CY 2000 implementation while the International Labor
Organization (ILO) is embarking on a Dutch Government's grant to link-up all Provinces
nationwide through the Internet in partnership with DILG's Local Government Academy (LGA)
and NEDA.
With the technical expertise of ADB Consultant, Dr. Alex
Brillantes, ULAP is putting together a project proposal for a possible grant from AUSAid
for CY 2000 under their PASTT program. Other possible grants and donations are likewise
being studied carefully.
Membership Dues
ULAP Treasurer, Board Member James Marty Lim presented
the financial scheme for member Leagues. ULAP's administrative operations largely depend
on its annual membership dues. A Resolution was adopted by the ULAP NEB setting the rates
for the annual membership dues. DILG issued a Memo Circular approving and authorizing
Provinces and Cities to pay the ff. dues to ULAP: P 30,000 per Province (incl. dues for
all League Federations within the Prov.); P 20,000 per City (including dues for all League
Federations within the City); P 10,000 for all other Member Leagues.
