On October 24, 1997, President Fidel V. Ramos, issued Executive Order No. 452, entitled, “Providing for the Guidelines that Will Ensure the security of Registered Vendors in the Workplace”.

Pursuant to the said Executive Order, the Inter-Agency Council on the Security of Registered Vendors is created to formulate and implement policies and programs that will provide security to registered vendors nationwide. The League is one of the regular members of the Council.

On June 25, 2001, the Implementing Rules and Regulations (IRR) of Executive Order No. 452 was approved. Then incumbent National President Gov. Hilario L. de Pedro III, signed the same in behalf of the LPP.

The IRR specifically provides that an enabling law in a form of an ordinance should be passed by the local Sanggunians within thirty (30) days from the effectivity of the same.

It is in this light, that we are enjoining your support to inform the municipal and city mayors under your jurisdiction and their respective Sanggunians to comply with the requirement of the IRR to fully realized its intent and purpose.

Attached herewith is a copy of the IRR for your information and guidance.
